The antigraft bill that passed Tuesday, after much wrangling over the constitutionality of parts of it, is nevertheless a step forward in the country’s fight against corruption.

As originally proposed in June 2011 by Kim Young-ran, the former Supreme Court Justice and former Anti-Corruption and Civil Rights Commission chief, the “Kim Young-ran bill” sought to prosecute public officials for receiving bribes.

대법원장 출신의 김영란 전 국민권익위원장이 지난 2011년 6월 최초 제안한 이른 바 '김영란법'은 뇌물 받은 공무원을 처벌할 수 있도록 했다.

The bill was intended to close the loophole in the existing anticorruption law by prosecuting even those who claim nonreciprocity.

이 법안은 대가성 없이 금품을 받은 공무원까지도 처벌함으로써 기존의 부정청탁 금지법의 구멍을 메울 의도로 제안됐다.

However, the bill that passed Tuesday greatly extended the reach of the law by including private school staff, journalists, public officials and their spouses.

하지만 이 날 통과된 법은 사립학교 교사, 언론인, 공직자와 그 배우자를 포함시킴으로써 법의 적용 대상을 크게 확대했다.

They were included because of the public service nature of their work, the legislators said.

의원들은 이들이 법 적용 대상에 포함된 것은 직무의 공공성 때문이라고 설명했다.
